Hosting and publishing a scene layer package

Hi,

I want to host and publish a scene layer package with ArcGIS Online. The package was created with FME.

I can upload it under Content > My Content > add Item, but there is no  checkbox for publishing in the dialog or in the item view:

I  think I have the necessary role privileges:

Is there something special when using FME for the slpk generation?
Is this a privilege issue?

Hi,

Do you have a custom role or an out of the box role? I'd send the slpk to an administrator or someone with a publisher role and if they can publish then it is a privilege issue.
