Can we customize the rubberband zoom functionality on a button click in ArcGIS api for Javascript beta (4.0).Please guide us in this regard.

The Navigation Toolbar class is still under consideration.
Was this implemented in 4.x? I haven't seen any implementations of this.
Correct. Not there in beta3, but will be available in 4.0 final.

This is something that has not been finalized and thus does not exist in Beta 3.
