On the story map web app the scrolling with the mouse wheel is acting odd, it jumps from the middle button to the last and will not scroll back up. If the user clicks the buttons or uses the arrows it moves easily from one to the other, only acts flaky when using the mouse wheel.

Map Journal includes two layout: Side Panel and Floating Panel.
That application use the Side Panel which as you notice is not really adapted for sections with small content. The Floating panel would works as expected.
