How can I create one feature same as this picture by ArcGIS?

You could just add your existing image to the map, georeference it as good as possible, create a lines feature class and heads-up digitize the whole thing. What problem are you trying to solve, do you just want to overlay the lines on a map?
level of experience with ArcGIS? In brief, they could be create as polygons with the circle being symbolized with the radii...however, I haven't seen that fill pattern before so you may have to create the whole thing as polylines including the circulating radii
