Error Import XML Workspace Document in File Geodatabase

Local Government Information Model (ArcGIS 10.1)
ArcGIS for Desktop 10.1 Advanced (ArcInfo) Single Use

Error thrown when importing the XML Workspace Document to a new empty file geodatabase using ArcCatalog, the X-Ray Add-In, or the Distributed Geodatabase Toolbox ... "XML Import Error: Workspace or data source is read only."

I'm following the process in the Local Government help file and only importing the LocalGovernment.xml schema to the file geodatabase.  The resulting database intermittently is empty and/or partially complete.  Seems like a timing issue?  Has anyone seen this issue?  Any suggestions?

I too am receiving the same error.  Suggestions on how to fix the issue would be much appreciated!

We got error messages as well. It turned out to be a security issue because the certificate was unsigned. We changed the settings to allow all add ins and then it went fine.

I am getting the same error. Which settings did you change and where?
