Allow a user to share content with groups for which they don't belong?

Hello,

We have this scenario going on within our internal Portal...

• User, Nate, belongs to PortalGroupA and PortalGroupB.
• He has a map that he created and he wants to share it with PortalGroupC.
• But, Nate does not belong to that PortalGroupC, so he doesn't see it in his list of groups to share with.

Is there a way for Nate to see that PortalGroupC?  Or is it only possible if he is an admin, or is specifically granted access to that group?

Nate would have to be either an admin, or a member of PortalGroupC.
