most of the arrows are under or above others. I've changed the resolution and the size of the arrows but it doesn't work.
What can I do to resolve this problem.

Can you show us a picture of what is not correct.
Is this a map you are exporting?
Plus software version etc.
This is an example: velocities in a river.
I'm using ARCMAP 10.4 and the resolution is 340 dpi and the problem happens in every machine
Changing resolution or size of the map doesn't help.
Only thin that works is to use a very limited density of arrows, but if I use that option I don't have the precision needed.
And on the screen it looks fine?
Only when the map is exported does it change to this?
Perhaps experiment with different formats, tried pdf?
On screen there is no problem. The arrows are well drawn.
When I export, this problem happens. No matter the format I try to export, this always happens. In my previous version of 10.2 it happened too. Also if I try to print instead of export: same problem.
As a work around, you could just screen grab your map layout and use that instead.

Well, that way I can't have the right scale or file resolution so that isn't an option.

Well scale is relative . Is this layout going straight to paper at a fixed size? If its not, then the scalebar is all you need.
I thought it wasn't, because you were out putting an image for dropping into a report or something.
My laptop screen has enough resolution to look fine in powerpoint or a word doc. Just quicker that way.
