add layers in geodataset with other user diferent to the owner

Hi,

I have the arcsde 9.1, I need add a layer in a geodataset , but I need add this layer with a user different to the owner to the geodataset, I give all the permissions with de arccatalog to the new user but always send me a error 9999.

Can I do this?? or can't I do this??
