Dynamic Layer covers up Bing Layer?

I seem to having an issue using the ArcGISRuntime API where when i have a Dynamic map layer and then add a Bing layer, the Bing layer is covered up by the dynamic layer if they are adjacent. Has anyone else experienced this?
