Transparent (faded) basemaps in Portal Web App Builder

Question

Hi all,

We use a number of custom basemaps that users like to fade out when displaying in-the-field on tablets.  Is there a way of displaying a transparency slider on the basemap layer in Portal Web App Builder?  The basemap layer shows in the ToC in Portal Map Viewer, but vanishes when built into a web app.  Are there better templates that we can use in Portal to deploy new apps without using the Web App Builder for Developers?
