Can't view ArcServer 10.22 rest folders with 10.3 Catalog

Hi All,

There seems to be an issue connecting to 10.22 servers with 10.3 ArcCatalog. While I can connect to a NOAA server (http://idpgis.ncep.noaa.gov/arcgis/rest) and see the folders where the rest services are, when I expand folders they are empty. If I navigate to the rest point with IE, I can navigate and use the rest point with no trouble. Furthermore, a USGS server which is also at 10.22 works fine, but there are not any services within folders (http://basemap.nationalmap.gov/arcgis/rest). Any have any information or a work around for this?
