I would like to set a max extent for a Flex Viewer application. I do not want the user to be able to pan on the map outside of an extent.
I have deleted the excess lod's. Can this be set in the config.xml any other way?

Unfortunately no not via the config. There was a blog on this years ago with the sample code if you have the ability to amend the source code:
