Convert DMS from Excel to ArcGIS ?

I'm trying to display the coordinates (DMS2) in my excel file in ArcGIS for Desktop by using the geoprocessing tool "Convert coordinate Notation" but i'm Always getting the same error " 999999 : Error executing function". I cannot figure it out why it will not work ? Can somebody help me with this ? The excel file is attached ?

The last row of the list of coordinates has the N and E swopped. Change the Latitude column to N and the Longitude column to E and it works.
