Web Adaptor throwing 403 error when accessing https://www.domain.com/arcgis/webadaptor/server

I am trying to configure an IIS web adaptor 10.4 on our public facing website (SSL access only). I can access the initial page at http://www.domain.com/arcgis/webadaptor, but when I chose ArcGIS for server and click the Next button, I immediately get a 403 forbidden error. Any ideas?
