At present, the stroke/outline looks jagged and thicker than it needs to be, especially when zoomed out (it will cover an entire neighboring polygon when zoomed out). How can I edit this?

Configuring the symbology of the selection in the Map element is not possible. Please submit an enhancement request on theĀ ArcGIS Ideas site.
