new cached service slower in open source

Question

We have a neighboring County that is wanting to stream our some of our data in a Geomoose application. They currently stream from our 10.3.1 Server and it is very fast. But we recently built out a new 101.6.1 Enterprise environment and when they point to that cached service it is substantially slower. The services seem to be identical in the two environments and they both perform the same in ArcGIS Online. Wondering if anyone has seen this?

Wondering if you've found a solution for this?

We are also running Enterprise 10.6.1 an have found one of our services has a high TTFB, according to the chrome developer tools.

The data references a File Geodatabase, on our federated public facing server, and is then consumed in ArcGIS Online for the newer style dashboard.

This is what the call looks like in google developer tools. As you can see it's taking almost 2 seconds for TTFB.
