When generating a tile cache from a base map, the cache status and cache boundary do not match. This was working in ArcDesktop 10.2

I am using ArcGIS Desktop version 10.4 to generate tile caching from a map service. When I compare the cache status and cache boundary, they do not match. I’ve entered several different combinations in “Manage Tiles” as well as set different values in the feature boundary and extent. Using the defaults only gave me a portion of the tiles.
