Hi,

I created parcel FABRIC from shape file. Everything worked well, but when I opened the POINTS in Fabric Group Layer and noticed there are about 25 points Appear well out side of PARCELS boundary. Please see the attachment.

My question is how these points are created and whether I can delete them. Please advise.

Those points may be radial points for curves, or orphaned points.  You can try using this add-in to get rid of them:
