It would be beneficial to be able to see other workers nearby on our hand held devices. Is there currently an App that can read the signals emitted by the tracking apps activated on other users devices? Thank-you!!

Please take a look at Workforce for ArcGIS - this app enables Dispatchers to track and follow the location of field workers.
Another possible option: there is a new functionality called Location Tracking coming soon,
Location Tracking Debuted at Esri User Conference (July 2018)
