Exclamation mark (!) next to the service and layers,

What might be the reason behind having the exclamation mark?

Usually like that when services not available. Might be because ArcGIS server is not visible, service is faulty or your machine can't access the service (permissions or rights).

In application builder, go to configure layers and look at service definition for specific layer that has issues.

I checked the service and found out the it is stopped. I tried to start it and got the message below

[ATTACH=CONFIG]20524[/ATTACH]

I restart my machine and start the service and then it worked!
