Need to query one feature layer against another in the map, to show which properties have not been inspected?

WAB is not really a good tool for that (querying a whole FL against another whole FL). Those types of queries are best handled in ArcMap. WAB has the Query widget that allows you to query a single Geometry against a FL and the eSearch handles multiple geometries against a FL but there is no widget out there currently that does a full FL against another full FL.
That's what I was afraid of, trying to empower our non-GIS inspection supervisors.
