Someone sent me a URL for the Spokane County evacuation areas along with some other map services URLs relevant to the current wild files. Now of these URLs contain metadata, so my question is how can I determine who the https://services3.arcgis.com/9UdSzuxhN4jGcI9p site belongs to?

Absent of metadata in the service, you can try just searching ArcGIS Online. I just searched for Spokane County and one of the services you linked was the 4th or 5th result, when sorted by date modified:
