Enable Geometric Snapping Between Point Features Across Utility Network Domains
Summary
ArcGIS Pro and web editors should support geometric snapping between point features (junctions/devices) within the same domain network or across domains (structure vs. communication), with configurable tolerance.
Current Problem
Utility Network snapping is rule‑based only:
Junction‑junction connectivity rules blocked between domains (ERROR 003137).
Structural attachment/containment provide relationships but no snapping cues.
Manual GP Snap works once then fails.
Result: Cannot precisely snap point features (e.g., Device ↔ Device, Junction ↔ Device, StructureJunction ↔ CommunicationDevice).

1. Geometric snapping between ALL point features (junctions/devices)
2. Works across/same domains
3. Configurable tolerance (5m/10ft)
4. Visual snap indicators (ArcMap‑style)
5. Pro, Experience Builder, Web Editor
