Is there a way to 'turn off' the distance and angle measures that show on screen when creating line features in ArcGIS Pro?

Yes, two ways.

2 buttons to the right of the scale box bottom left of the Map View, click Constraints once to turn it off.
Project tab ->Options->Editing Uncheck "Show dynamic constraints in the map" and return to your map.
