Why am I being asked for credentials with Token in Web Exp URL

Why am I being asked for credentials with Token in Web Exp URL.

1. I have an Experience builder URL... 
2. I have a user that has permission to view the App
3. I get a token using that users credentials and put the token in the URL
4. It still asks me to login ... WHY?

@kapalczynski - Perhaps there is a layer in one the maps that might be stored outside the organization (maybe portal)
