How to enable snapping to layer added from portal?

Question

How can I enable snapping of a new polygons created in a local feature layer to feature layer added from portal?

The source of the portal layer is redactedname.maps.arcgis.com/home/item.html?somelonghash

I have added the "portal layer" to the current map, which appears as a group containing point, line and polygon sublayers, some of which I want to snap to. However when I add a new polygon to my feature layer, with snapping enabled, it does not snap to the "portal sublayer".

Hi All please ignore this, my apologies. snapping is working now, I didn't apply the right snapping settings.
