Access the attributes of a layer in a map service from a layer outside of the map service?

Hello,

I have asked this before I think. I have a map service not hosted on ArcGIS Online on a separate Enterprise ArcGIS Server in my web map. I am trying to use the $map or $datastore options to access the attributes of a Zoning layer in that map service from a Parcel layer outside the service using:

FeatureSetByName($map

FeatureSetByName($datastore

I don't see any option for that though.

This is the map: Unincorporated Zoning Map

The "Zoning" layer in the "Layers" map service is the layer I'm trying to get access of the feature attributes

The "Parcels (Hidden from Map. Used in near me)" layer is the layer outside the map service

Can this be done?
