Enable Premium Data Store to be used by muliple orgs

For folks in larger institutions that manage different 'orgs' for various departments, it would be nice to have the option to tie them to a single premium data store. The M2 is overkill for a single org, but would be ideal if multiple ones could use a single one.

If this was an option we would definitely avail too and it would be much easier to justify, especially given that M1 is no longer an option.
