Core Team missing from Open Data Hub

Help! I'm trying to get our Open Data Hub started. I run into problems when I try to add a new page. I give the page a name and popup comes up asking if I want to join team. I click YES and nothing happens.

I do some digging and searched the organizations group for core teams. I can't find one for my Open Data site. I created groups and gave them Edit and View permissions. But when I go back to add a page, same results.

When I look at the Teams page, it is blank.

I am the owner of the site. I have administrator and creator roles.

Hey David - The grey "Note" box at the very bottom of the Sites "How teams work" might be helpful. Have you double-checked that you have "create and own groups that allow members to update all items in the group" privileges? If your Administrator role is the default admin, then you should, but it's worth checking. Can you create a Shared update group (just as a stand-alone test)?
