We are developing a simple browser map viewer for our organization's daily business, not for commercial use. This viewer is independent of ArcGIS Portal/Enterprise. Can I consume the free ESRI services found here? I did not see any copyright guidelines for them.

I think the terms of use of on the link would detail this a bit further:

From what I'm seeing, this may not fall under the strict against guidelines, but it may be classified as commercial use as it is technically in a business sense. An ESRI employee would be able to provide more insight.
