Adding time text in a time enabled map

I was looking to add a time text tag that changes on a time enabled map. Is there a way to do this?

Question for you - is the time text tag to be visible in the Map View or the Layout View? In the Layout View, there are Dynamic Text elements you can add with a Time component to them.
