Windows Vista, Installed ArcGIS Desktop 3.0, Local Installation.
Every time I get to the point of creating the C:\Program Files\ArcGIS Pro directory, I get the following error:
I am not sure what to do. Any suggestions.

I think the issue you are having relates to the fact that you are attempting to install ArcGIS Pro on a Windows Vista OS.
I have attached the system requirements for ArcGIS Pro
ArcGIS Pro system requirements—ArcGIS Pro | ArcGIS for Professionals
The minimal OS supported is Windows 7 Ultimate, Professional, and Enterprise (64 bit [EM64T])

ArcGIS Pro is not supported on Vista. You'll need Windows 7 or Windows 8.x (64-bit)
I hadn't looked at the Specs and this morning sort of figured that the OS was a problem. I guess it is time to think about upgrading to Windows 7 (I can't stand 8).
