Can't set data source for PDF's if link's broken

Hi,

I've been trying to figure out whether its a deliberate opt out from Esri to not be able to set the data source of PDF's which are used to Georeference. When you click "Set Data Source", all you can see and have access to is Rasters. Is it a work in progress?

I logged this as a bug with ESRI a while back, and have since had the following notification that it will be fixed in 3.4
