Experience Builder Timeline Widget Show All Data

Would there be a way with the Timeline Widget, to display all the data up front when the user opens the page. Then the user could use the option to play the time screen?

In the recent AGOL release update, the "Apply timeline filtering by default" option has been provided, and you can now determine whether to turn it on or off by choice:

We are planning to support an option to turn off the Timeline widget toggle up front, and the users would need to manually turn it on to see time filtering effect.
