Use custom basemap gallery in express map

If an organisation has created a custom basemap gallery, then it should be the default in the express map. Currently, it isn't even an option.

ESRI UK have logged an enhancement request for this: ENH-000124547.

ENH-000124547 : Add the ability in https://storymaps.arcgis.com/ to upload a custom basemap with local projection when creating an express map.
