Am I missing a step?

I've already turned on the Allow export toggle, but I don't see the export function available for any of my widgets.

@ArthurPoon @ShengdiZhang What we have ran into is the Export function is based on whether your Role is an Administrator or not. When I am logged in as the Admin, the Export widget works perfectly fine. When one of my users with the Role of Data Editor is logged in, the Export widget is not available. In my opinion, this is something ESRI needs to fix so my users can utilize this function.
Currently I'm using Enterprise 11.3

Yes, in Experience Builder, exporting visible columns only is supported. However, this functionality also depends on the service being used. Currently, Enterprise services do not support exporting only a subset of fields, while Online services do support this feature.
Could you please confirm which version of Experience Builder you’re using? This issue may be related to a known bug that has been resolved in newer versions.

@ShengdiZhang follow up question - can you choose which columns are being exported into the .csv file?Right now, when I export data from the Table Widget, it exports all the columns, even the ones that are hidden from the user. Is there a way to control that?
Is the feature service you are trying to export from configured to allow exports? Controlled from the details page of the item itself, not from within Experience Builder. This might help: Problem: The Option to Export Data from Widgets is Unavailable in ArcGIS Experience Builde

I activated both of the toggles that you've mentioned.
However, when I test out the dashboard with the Action button included, The export button is not available. Thanks for your help!
@ArthurPoon - You may be missing one more step.I see you have already toggled the allow export option in the data sources tab.
Next thing to check is if your widget is configured to export data.You can do this by selecting the widget then going into Actions -> Data Action and enable data action.
