That's essentially 7 3D map scenes added to a single layout, and which share the same extent and viewpoint.
To do this, create a scene for each of the layers:
Configure each map as you need, with the layer(s) you want to show.
Turning on "Link Views" will keep the layers all consistent.
Then create a layout. Add a map frame for each map, and make sure they share the same extent, and make sure each frame is the same size. Then just align your frames with some vertical spacing.

I achieved this by exporting each layer as a separate .png and arranging them in Illustrator. If you don't have access to Illustrator another way is to create the number of scenes you need (in this case 7x local scenes) insert the map frames in a single layout and export them to the file type of your choice. The fishnet polygons in the hospital and school layers will need to be generated with geoprocessing tools.

Each map is a separate layout element, so, you just drag them around the page. The alignment tools can be used to keep the spacing consistent, but you move them the same as you would a text box or a legend.
