Unable to access feature layer hosted

I cannot access the screen where I will create a layer in the portal. I cannot broadcast as a hosted layer either. I first received this error while trying to create a survey in survey123 (appendix-1). Then, when I tried to create it from the portal, the create layer does not appear as seen in appendix-2.

I looked at this solution .(https://support.esri.com/en-us/knowledge-base/problem-unable-to-create-a-hosted-feature-layer-from-th-000025782 ) But, adminURL were the same.
