Query Widget Issue

I am attempting to use the query widget to find which school district an address belongs to. The first time I hit "Apply" on the widget, my results are 0/0. When I hit the back button and click Apply again, it works.

Example 1 is the query information which does not change, example 2 is the first time I hit apply, and example 3 is the second time I hit apply.

Is this a bug?
