Count records in a table or layer

Hello! I would like to have one of my surveys count the total number of responses and close the survey when a certain number is reached, just like in the "Count records in a table or layer" section of this blog:

I don't see much documentation on how exactly to achieve this in the blog however. Does anyone have an example xls they can share?
