Using the findAddressCandidates in an API which should be used?

https://geocode.arcgis.com/arcgis/rest/services/World/GeocodeServer/findAddressCandidates?....

https://geocode-api.arcgis.com/arcgis/rest/services/World/GeocodeServer/findAddressCandidates?....

The first URL does not require a token so therefore how is usage/costing monitored?
