Is there a way to enable to wrapping about the dateline from a custom addin? I am using ArcGIS Pro 3.0

If possible in a custom add-in, you'll likely need to limit it to one of the supported projections, or change the projection's central meridian as in John's blog post, which won't give you "wrap" panning, but will allow you to adjust the display across the date line to suite your needs.
