I opened repo for sdk at GitHub and I couldn't find NetwtworkDiagram folder mentioned in this repo https://github.com/Esri/arcgis-pro-sdk-community-samples/tree/master/NetworkDiagram/CreateDiagramWithACustomLayout
and this is release page which has all samples file Releases · Esri/arcgis-pro-sdk-community-samples (github.com)
there is no file called NetworkDiagram 😅
Did you unzip the downloads into c:\ the root folder?
