Is there a workflow to generate automated email notifications from survey123 submission based on a specific value without the use of webhooks or third party apps? My organization's IT services do not monitor or support third party apps like Power Automate and Make. Is there a way where I can build a workflow using something like Python Notebook coding to generate automated emails for any survey submission that provides a specific answer to one of the survey questions? I do not want email notifications for every response submitted. I have referred some very old posts : A simple e-mail notification system for Survey123 ... - Esri Community which might not be feasible as they need the desktop to be running all the time.

I think you answered your own question. Your real issue seems to be the in-house scripting, which you will have to discuss this with your IT department. Your IT could set-up a dedicated machine (virtual or otherwise) to run this script. That blog you referenced is likely your best bet for the script.
