You will need to be able to log into https://my.esri.com/#/

If you have a license for the software and the permissions to download from your agency (or have an EDN license that is active), you should be able to find it here.

If you are wanting a trial version, check with your customer service rep or local distributor.  I don't know that trial versions of server are available online, but the Esri Developer Network | What You Get   is a nice option if you are trying to test it out.
