Is CIMPictureGraphic.PictureUrl accepting Base64 string in ArcGIS Pro 2.9 ?

Is CIMPictureGraphic.PictureURL accepting a base64 string of an image on ArcGIS Pro 2.9 or is it only supported in ArcGIS Pro 3 onwards only ?

on 2.9 it's not well documented and it doesn't seem to work. I could not test it yet on 3.1.
