Arcgis online - Popups on imagery layer not working - No information available

I have published an imagery layer with a raster mosaic, and wish the pixel value of a location to display when clicking the raster in a web map. However, when I enable the popups for the layer, "No information available" is displayed in the popup window. 

Any known list of reasons why this might be?
