Business Analyst Basemap Layers

This is the first year I've used the new method of connecting the locally installed Business Analyst data to ArcGIS Pro and I'm noticing that it only comes with a non-editable basemap layer. In previous years, I always extracted and installed the data locally and it came with editable basemap layers that varied based on the scale of the map. Were these basemap layers removed from the 2023 update? This was a really valuable feature and somewhat justified the high cost of Business Analyst for Desktop. Will I be able to continue using the 2022 basemap layers indefinitely? Is there any other way to get these basemap layers?

Greetings @TWChi - we're glad to see you were able to "connect" to your local dataset. This is a popular feature users are loving.

You are correct that the latest 2023 data contains a non-editable basemap. This is vector tile-based and uses the mobile file geodatabase (MGDB), instead of the file geodatabase (FGDB) format. The benefits of a MGDB include increased speed and processing, lower file size, faster geocoding and routing, ArcGIS Pro support.

But we still do provide the traditional Business Analyst ArcMap files you are used to - these being the older geocoding locators, FGDB basemap layers, and FGDB street network. To access these you need to download what we call the "ArcMap Compatibility Pack". These files are included on My Esri in the same page location as the 2023 data. You need to download these files, unzip, and install them + the 2023 data (actually run the install setups, not use the "connect" option). Thanks for the explanation, Kyle! I can see the upside to using the mobile file geodatabase, but there will probably be times when we'll want to use the editable layers as well so I'll go ahead and install instead of connect. Going forward I suppose it might make sense for us to just create custom basemaps instead.

In downloading the 2024 BA data, I am realizing the ArcMap Compatibility package has been deprecated AND that the ArcPro BA data still does not include basemap layers. Is there any way to get updated vector street layers? My organization requires that our basemap be editable and match our brand guidelines so this feature is paramount.

I wanted to follow up on this topic about not having the ability to customize the 2024 Business Analyst basemap. I noticed the only basemap included is the StreetMap Premium Basemap.

I reached out to the above email and cced my account representative concerning this topic. I was told to use the VTSE to replicate our branded map. There are a few limitations when using the VTSE for replicating our branded basemap:

1. The inability to set the zoom level for detailed roads. It locks the visibility at 5 with the message that this layer is not available at all zoom levels. We typically map at market level and the ability to have detailed roads visible in addition to set the visibility for other features such as cities is needed.

2. I don't see a way to place my demographics layers within the layers of the included basemap. The drawing order of my current basemap is as follows. The StreetMap Premium Basemap does not have the layers broken out nor did I see a way to edit that particular map in VTSE.

3. There does not appear to be a way to move the fixed labels on the basemap I replicated in VTSE or the StreetMap Premium Basemap. Currently I rely on the Maplex label engine to move lower weighted features (city labels, highway labels) so higher weighted features are placed correctly.

I have included a few sample maps to illustrate the above concerns. In the meantime I will continue to use the 2023 compatibility pack in order to keep using our branded basemap but I was wondering what the solution will be moving forward. Thank you.
