Importing ISO19139 metadata failing invisibly

I have an ISO19139 xml file with metadata in it. When I try and import it (per https://pro.arcgis.com/en/pro-app/latest/help/metadata/copy-or-import-metadata-to-an-item.htm) - nothing happens. The layer isn't updated, nor is there any error.

Anyone know where the logs go? There's nothing in Diagnostic Monitor.

I loaded a different XML file (https://inspire.ec.europa.eu/id/document/tg/metadata-iso19139/2.0/examples) - that one worked fine. But the one I want to load is invisibly failing.

Thoughts?
