ArcGIS Collector: Click a feature to see pop-up and then the map moves you to central Africa

I have a basic web map in ArcGIS Collector where the user can see our facilities, click on them for a pop-up of key attributes, etc. Half of the time, when I click on a feature, the map pans to the forests of central Africa. I can hit the button to refocus on my current location, but I lose track of the feature that I clicked on.

I have set a map extent to cover only our area in the western United States. Is this a GIS problem or a wireless connectivity problem that causes it to pan off the feature? This is the only Collector map that I have seen this issue on. I have about 20 others in use that have never done this.
